Council approves purchase of additional Holmquist property to resolve ROW issue and support industrial expansion

Chisago City Council on May 27 authorized the purchase of additional property from Steve and Pamela Holmquist to resolve a right-of-way issue on East Viking Boulevard and to secure land for planned industrial expansion.
Administrator John Pechman said the city acquired about 5.75 acres from the Holmquists in late 2024 and had identified the area for industrial growth. Staff had limited discussions with a potential business for the location and met with the Holmquists about buying more acreage at the same per-acre price as the earlier acquisition. The Capital Street Fund would supply the purchase funds, which are intended for right-of-way purchases and utilities; Pechman said that would position the city to pursue Department of Economic Development grants for road and utilities engineering.
Council member Craig Meyer moved to approve the purchase; Council member Mark Anderson seconded and the motion passed unanimously. Pechman also reported preliminary approval from Xcel Energy for utilities and a road in their easement subject to conditions.
