Oak Park MAC elects new chair, adopts member protocols

Jane Nye was elected chair of the Oak Park Municipal Advisory Council during a special meeting on Jan. 28, 2021, after a reorganization of the body that previously had Seema Chandra serving as chair. Seema Chandra nominated Nye; JL Diaz seconded the nomination and the council approved the motion 5-0.
The council also selected a vice chair. JL Diaz moved — and Janice Smets seconded — to appoint Alon Glickstein as vice chair; that motion was recorded as passing 3-2, with Alon Glickstein and Seema Chandra recorded as dissenting. The minutes record the votes as written; the meeting transcript does not provide further explanation for the unusual pairing of votes and nominees.
The MAC also handled routine procedural business: members voted 5-0 to adopt the meeting agenda (motion by Seema Chandra, seconded by JL Diaz) and approved the Nov. 19, 2020 special meeting minutes 5-0 (moved by Janice Smets, seconded by Seema Chandra).
Later in the meeting the council considered a set of suggested protocols drafted by Supervisor Linda Parks’ office intended to clarify member communications, Brown Act compliance, liaison duties and coordination with the District 2 supervisor’s office. Jane Nye moved to accept the draft protocols; JL Diaz seconded the motion and the council approved it 5-0. The protocols call out two major Brown Act requirements: (1) prohibiting communications among a majority of MAC members about agenda items outside a noticed meeting, and (2) advising individual members not to share questions or comments about agenda items with a majority ahead of a meeting. The protocols also direct that communications sent by MAC members to County departments be copied to the District 2 supervisor’s office to ensure coordinated follow-up.
The council reviewed and attached a roster of liaison assignments for 2021, designating members to represent Oak Park to local agencies and to serve as points of contact for transportation, schools, parks, utilities and other functions. The minutes list liaison roles including a parks-and-recreation planning committee member, a Triunfo Water & Sanitation District liaison, and a street-sweeping and landscape coordinator, among others.
The meeting recessed at 2:27 PM and reconvened at 2:38 PM; Chair Nye adjourned the session at 4:01 PM.
