Paradise Township Sewer Authority raises tapping fee to $7,500, sets quarterly rate at $200 and approves Veolia service contract

The Paradise Township Sewer Authority voted on Dec. 1 to increase its tapping fee to $7,500 and to set the quarterly residential sewer rate at $200, both effective Jan. 1, 2026.
Rettew Associates engineers Abraham King and Aaron Dewald presented a rate study that included six alternatives; Rettew recommended a maximum allowable tapping fee of $13,300, but the Board chose a lower tap fee of $7,500. The tapping fee motion was made by Dave Bowman and seconded by Brian Groff and carried unanimously. The Board approved the quarterly sewer rate of $200 on a motion by Kaitlyn Jones, seconded by Brian Groff; that motion also carried unanimously.
The Board also approved a Veolia 24/7 Service Agreement at an annual cost of $4,820. Rettew reviewed the agreement; the motion to approve was made by Brian Groff and seconded by Kaitlyn Jones and carried unanimously. Separately, the Board reviewed a proposed Veolia Membrane Replacement Agreement but the solicitor, Susan P. Peipher of Appel Yost LLP, advised that available grant funds could not be used to fund that type of multi-year agreement.
Rettew reported the Authority purchased 2,322 pounds of nitrogen credits from Bloomsburg at $3.00 per pound to address nitrogen discharge obligations.
Finance items approved at the meeting included payment of the October bills and acceptance of the Treasurer's report. Treasurer Kaitlyn Jones reported account balances as of Oct. 31, 2025: administrative checking $169,986.50; Truist grant account $347,918.88; Truist OLDS account $19,993.62. The Board approved the Treasurer's report and payment of bills on a motion by Dave Bowman, seconded by Brian Groff; the motion carried unanimously.
