Sewer authority reviews WWTP upgrade, approves equipment purchases and schedules nitrogen-credit buys

The Paradise Township Sewer Authority on Nov. 3 received a progress report on the wastewater treatment plant (WWTP) upgrade and approved several operational purchases while staff continue troubleshooting plant equipment.
Aaron Dewald of Rettew Associates distributed average flow and rainfall reports covering 2022 through September 2025 and told the board those graphs illustrate the relationship between daily sewage flow and storm events. Dewald said coordination continues with contractors as the plant moves through commissioning with PreDoc and Veolia; he reported that a well pump was determined to be burnt out and not covered by warranty and that Rettew will continue to evaluate repair or replacement options.
The board conditionally approved a quotation for additional davit cranes and bases with a maximum price not to exceed $12,791.69, pending the engineer’s recommendation on the number of cranes required. Dave Bowman moved to approve the conditional purchase and J.B. Stoltzfus seconded; the motion carried unanimously.
Rettew recommended proceeding only with a base on-site troubleshooting scope from GES Automation Technology (up to 10 hours at $195 per hour) and presented a quote not to exceed $1,950 for that work. Kaitlyn Jones moved to approve the GES troubleshooting quote, Dave Bowman seconded, and the motion carried unanimously.
Dewald also reported the Authority needs to purchase 2,322 pounds of nitrogen credits by Nov. 22, 2025; an initial quote of $5.00 per pound was obtained and further price quotes will be pursued. He said it is anticipated the Authority may be able to sell credits once the plant is fully functional.
Other operational notes included Rettew’s review of a capacity request for 57 Paradise Lane and approval of plans from Graybill for Mill Bridge Village and Camp Resort; the Authority is waiting for that work to be completed.
The board did not take action on a proposed 24/7 service agreement with Veolia; Dewald noted Veolia has submitted performance tests and the Authority released the contractor’s final check.
