Planning Board refers The Leaf dispensary appearance to Zoning Board over signage and setback questions

Joseph Minuta of Minuta Architecture and owner Debra McCabe presented plans to combine two retail suites at 254 Route 17K for a cannabis dispensary called The Leaf. Mr. Minuta said the team reviewed signage and setbacks but that additional clarifications were required.
Code Compliance (Jim Campbell) and Planning Engineer Pat Hines flagged potential zoning issues. Campbell said the freestanding sign dimensions and front‑yard setback on a state highway may not conform to the code as written and could require variances; Hines noted the building fronts a state highway and the front yard measured about 55.5 feet versus a 60‑foot requirement in the town code unless a previous variance exists. The applicant reported the existing building and signage measurements and agreed to provide further documentation.
Staff also reminded the applicant to include all five locally required code notes for a retail cannabis dispensary (security/dumpster/locked storage, etc.) on the plans. The Board voted unanimously to direct counsel to prepare a referral to the Zoning Board of Appeals to address the sign and front‑yard setback questions and any variance needs.
Next steps: the applicant will provide exact signage measurements and plan notes; counsel will prepare the ZBA referral and staff will circulate adjoiner notices.
