Stark County opts to split Armory and LEC parcels, approves several administrative motions
Summary
Commissioners voted to pursue Option 2 for the Armory/LEC land purchase (separate the Armory and the LEC land, apply a discounted value to the LEC parcel) and approved a series of administrative items including Ducks Unlimited mitigation invoices, an easement authorization, RapidSOS payment, several gaming and alcohol permits, and serving as conduit for a resident's FEMA storm-shelter reimbursement.
The Stark County Board of Commissioners approved a set of administrative actions and directed staff to pursue a split-purchase proposal for the county's Armory/LEC transaction.
Armory/LEC land proposal: Commissioners voted to pursue Option 2, splitting the property into two parcels: (1) the Armory building parcel, for which staff recommended accepting a valuation of $670,000; and (2) the LEC land parcel, which staff recommended be discounted to approximately $1,000,000 because of long-term lease/egress encumbrances that diminish resale value. Chair and commissioners recorded unanimous votes to pursue this approach and to return to the city with the split proposal for negotiation; staff will continue due diligence and limited inspections on the armory building.
Votes and authorizations: the board approved two Ducks Unlimited mitigation invoices (two payments of $6,800 each) for wetland credits associated with low-water crossing projects; authorized the county to execute the motorsports lease once updated insurance and lease language are provided; approved an access easement for the Eagles subdivision contingent on signature corrections; and authorized payment for a RapidSOS communicator-module invoice from 911 funds.
Storm-shelter conduit and Home on the Range: The board agreed that the county will act as the pass-through conduit for a homeowner's FEMA/state hazard-mitigation reimbursement if the grant is awarded; the resident (Ben Koslecki) would pay construction up front, FEMA/state would issue reimbursement to the county, and the county would then reimburse the resident on receipt of the federal/state check. Commissioners asked staff to keep audit records of receipts. Separately, a representative of the nonprofit Home on the Range updated the board on a $3 million expansion to the Badlands Learning Center and thanked the county for a prior $50,000 contribution.
Gaming and event permits: the commission renewed the American Legion gaming authorization with a condition that on-site raffles and gaming not run concurrently inside the clubhouse; it approved a temporary liquor permit for a Lehi KC wedding and allowed alcohol sales at two Eagles events at the fairgrounds (demolition derby and rodeo).
Next steps: staff will document the Armory/LEC split proposal to present to city negotiators, complete inspections and environmental reviews on the Armory building, and file grant documentation and audit records relating to the storm-shelter reimbursement if the federal/state funds are awarded.
