Highland council adopts 2025-26 budget, approves multiple ordinances and union contracts

The Highland City Council approved the 2025-26 financial budget and a series of ordinances and resolutions, and after executive session unanimously approved collective bargaining agreements covering patrol officers, sergeants, operating engineers and electrical workers.
The Highland City Council adopted the cityfinancial budget for the fiscal year beginning May 1, 2025, and ending April 30, 2026, on April 21, voting 4-0 to approve Bill #25-41 (Ordinance #3388). Mayor Kevin Hemann opened a public hearing on the budget; Deputy City Clerk Lana Hediger reported no written or phone comments and the hearing closed with no public testimony.
The council also passed a housekeeping ordinance amending the FY 2024-25 budget (Bill #25-40 / Ordinance #3387). Other approved measures included a renewal of the cityagreement with CSX for continued use of electrical wires and fiber crossing the railroad (Bill #25-42 / Res. #25-04-3178), renewal of the Business District A Faade Improvement Program (Bill #25-43 / Ord. #3389), and incentives for new single-family home construction for FY 2026 (Bill #25-44 / Ord. #3390). All motions were approved by roll call with Councilmembers Sloan, Frey, Bellm and Napper voting aye.
After temporarily adjourning to executive session under 5 ILCS 120/2(c)(2) to discuss collective negotiating matters, the council reconvened and unanimously approved four collective bargaining agreements: Bill #25-46 (Resolution #25-04-3179) approving an agreement with the Fraternal Order of Police Patrol Officersunit; Bill #25-47 (Res. #25-04-3180) with FOP sergeants; Bill #25-48 (Res. #25-04-3181) with the International Union of Operating Engineers; and Bill #25-49 (Res. #25-04-3182) with the International Brotherhood of Electrical Workers. Each was moved, seconded and approved by a 4-0 roll-call vote.

The meeting accepted Expenditures Report #1288 for April 5 through April 18, 2025, and approved the mayor's appointment of Colby Schrumpf to the Silver Lake Advisory Commission to fill a vacancy through March 2028. The council adjourned at 7:54 p.m.
