Council approves ATP submittal for Monument Boulevard corridor, staff warns project timeline runs through 2034

The council approved item 9.5 to pursue an Active Transportation Program (ATP) grant for a Monument Boulevard corridor project after staff presented project limits, background and next steps.
Associate engineer Anthony Nudy said staff analyzed Monument Boulevard with regional partners and previously applied for ATP funding but did not receive an award; feedback led to adjustments and a Metropolitan Transportation Commission technical‑assistance award to extend the corridor. "The corridor is going to be along Monument and Lisa Lane, from the city limits on Lisa to Fair Oaks Elementary and Contra Costa Boulevard, and on Contra Costa Boulevard from Monument Boulevard to West Hookston Road," Nudy said, explaining the project would improve the roadway for people biking, walking and driving.
Staff said the timeline is long: coordination with Caltrans and resolution of an FHWA concern about a proposed ramp closure would likely extend the project through 2034. Council members asked about grant timelines, other funding opportunities and regional connections (including the Iron Horse Trail and DVC commuter routes). The council moved and approved item 9.5.
