Police Chief Book told the Committee he would like to return a part‑time officer to full time; because the officer’s spouse is a full‑time officer, Book said the employee handbook must be changed to allow relatives to work in the same department as long as one is not in a supervisory role over the other.
Book said he would schedule the two officers on different shifts to avoid supervisory overlap. Deputy City Administrator/Finance Director Sandquist cautioned that union contract terms and benefits administration (including HRA balances) could complicate the arrangement and that staffing could be affected if both employees took leave at the same time. Councilmember Ockerman suggested checking the union contract; McAdon directed Chief Book to speak with the Mayor and bring a proposal to a City Council meeting.
No formal policy change was adopted at the Committee; the item will move to the Council for possible action once staff and the Mayor review the matter.
