Farmville commissioners approve rezoning for West Vine commercial parcel and Belcher Street residential lot

Farmville’s Board of Commissioners on June 1 approved two separate rezoning requests, one to convert a portion of a larger parcel to highway business to allow an automotive use and another to return a small industrial lot to single-family residential zoning.
Town Manager Justin Oakes described the first request as coming from Mohammed Ashkar of Auto Hooks Inc. for Parcel 81942 (13.57 acres) along West Vine with the applicant proposing to use the front 3 acres along Marlboro Road for an automotive care center. Oakes said staff and the planning board recommended approval, noting the parcel’s front portion is better suited to highway-business uses that match nearby corridor activity.
“Upon unanimous approval from the planning board ... staff recommends approving the rezoning request from industrial to highway business,” Oakes said. Commissioners questioned legal access and subdivision constraints; Oakes explained that access and easement issues prevent a simple subdivision of the front three acres without obtaining an easement for the rear acreage, so the applicant requested rezoning of the entire parcel.
Commissioner Fields moved to approve the rezoning of Parcel 81942; the motion was approved.
The second request, Parcel 7756 at the corner of Belcher Street and North May Street, was made by Phil Lewis of Paco Investments LLC, who proposed a single-family residential use. Oakes said the parcel’s current industrial zoning likely dates to a past era and the lot is more consistent with surrounding R5 residential zoning and the town’s future land use plan.
Commissioner Wayne Wright moved to rezone Parcel 7756 to R5 residential; the motion passed.
Both rezoning requests had unanimous planning-board recommendations. The town noted that if the applicant later secures access easements for the rear acreage of Parcel 81942, a subdivision and further rezoning could be considered through the standard process.
The board’s votes were taken by voice and recorded in the meeting minutes.
