Adel to seek engineering proposals for Rapids Street reconstruction; council debates scope of a citywide street assessment policy

City staff briefed the Committee of the Whole on a proposed Street Assessment Policy and a draft RFQ for engineering services for the Major Street Project, and the committee discussed whether to adopt a citywide assessment policy or limit work to the Rapids Street project.
City Administrator Brown and Deputy City Administrator/Finance Director Sandquist said staff relied on other cities’ sample policies and recommended using the 2017 policy as a template if the council wished to proceed. Council members noted that a full, citywide Street Assessment Policy would require months of work and that councils retain discretion over whether to assess properties even if a policy exists.
Council reached consensus to proceed with an RFQ targeted to the Rapids Street reconstruction, including water, stormwater and sewer reconstruction, and to require that respondents have relevant assessment experience. Staff were instructed to work with City Attorney Stone to prepare the RFQ for a future Council meeting.
