County staff review Millwood Trail easement, sewer transfer and interim safety fixes for Appleway roundabout site

Staff said the City of Spokane has asked the county to grant a 30-foot easement plus a 10-foot temporary construction access for a planned Millwood Trail paving project scheduled for 2027. Staff noted a gravel trail exists now and that the city could choose to pave alternate alignments if an easement were not granted.
Another item described a private developer (identified in the briefing as Lloyd Torgerson) who constructed public sewer that the county would assume; staff said the county will take ownership of that public sewer when it meets county requirements. A separate matter involved a proposed vacation of part of Hutchinson Road near Riverside Avenue that staff said requires utility easements and a record survey before finalization.
On traffic safety, staff presented a quick traffic-code revision and interim measure for the Appleway/Wellesley location pending roundabout construction. Staff said the intersection had six accidents in 2025 and about 19 accidents over the past five years; short-term all-way stop signs are proposed as an interim safety fix while property-acquisition and long-term roundabout plans continue.
Staff said right-of-way work and potential condemnation authority may be necessary if property negotiations do not progress. No formal motions or votes occurred during the briefing; staff asked commissioners to note the items for future agenda action as needed.
