Lincoln County approves contracts, authorizes sewer LOI and awards SS4A safety plan

At its May 19 meeting, the Lincoln County Board of Commissioners approved multiple administrative and contracting items that advance infrastructure and planning work across the county.
The board unanimously approved an MOU with the University of Wyoming for Extension Programs (effective July 1, 2026–June 30, 2030). County staff presented the Treasurer’s monthly distribution report, noting revenue and expenditure balances and a sales-tax shortfall.
Mary Crosby presented and the board authorized Chairman Kent Connelly to sign a Chapter 3 Discharge permit application to the Wyoming Department of Environmental Quality for a county sewer project. Crosby also described a proposal from PERENAfra LLC to develop and operate the sewer project by providing capital and assuming construction responsibility; the board authorized the County Attorney to negotiate a Definitive Agreement and approved signing the LOI from PERENAfra LLC.
The commission authorized a $339,278 contract with Avenue Consultants to prepare an SS4A Safety Action Plan when approved as to form by the County Attorney’s office. Staff also discussed rail site prioritization that elevated areas near County Roads 325 and 304 and Sage Junction as high-ranking locations for potential rail development; reclamation standards for rail were described as removal of rail, ties and ballast followed by reseeding.
Why it matters: These actions move forward county infrastructure planning and grant-funded safety planning and clarify procurement and next-step processes for the sewer project. The authorization to negotiate a developer-operated sewer model (PERENAfra LLC) and the SS4A contract are significant next steps for county planning and safety work.
Next steps: County Attorney’s office will review contracts and the LOI as to form; staff will continue required permit applications and outreach for the rail and transit planning work.
