Trustee Rex Zemke brought forward a request to revisit how proceeds from two prior transactions were recorded and to direct their use for parks.
Staff reported a 2013 timber sale that generated $19,498.30 was recorded in the General Fund rather than a separate account, and a 2022 lot sale on Buckhorn produced $33,444.00 that had been placed in the TIF account and later moved to the General Fund without a board motion designating it for parks or Cedar Creek Recreation. The board asked staff to review the 2022 meeting recording for any stated intention about the lot-sale proceeds.
The board approved a motion by Trustee Rex Zemke, seconded by Trustee Deb Ehster, authorizing Administrator Ryan VanDeWalle to allocate the two amounts — $19,498.30 and $33,444.00 — into parks funding on a tiered schedule across multiple years so the allocations do not create a negative impact on the current budget. The motion carried 6-0.
Why it matters: The board’s action redirects prior unrestricted or differently recorded funds into parks and recreation, supporting local capital or maintenance projects without a single-year budget hit.
What happens next: Administrator VanDeWalle will implement the tiered allocations across multiple budget years and report back as required by staff procedures.
