Rothschild board directs research on grass-cutting definition in property-maintenance ordinance

The Village of Rothschild board asked staff to research revisions to the village’s property-maintenance ordinance after a resident raised concerns about a neighbor’s mowing practices and a noncompliant fence.
Zoning Coordinator Rebekka Borchardt told the board she inspected the lot visible from the street and found the lawned portion and the area visible from the right-of-way were being mowed, while adjacent parcels contain natural prairie grasses. The resident was specifically concerned about the lot to his north; Borchardt said staff cannot single out one property and impose greater restrictions only on a single neighbor. She also noted that an 8-foot electrified fence previously on the property is not permitted and that fences taller than 6 feet are not allowed in residential zoning districts.
Borchardt proposed adding a definition for 'Lawn Areas'—"Areas around a residence, in a garden, or in a park that is covered with grass and is commonly kept mowed"—to clarify enforcement in Chapter 437 (Property Maintenance). The board approved a motion (Zemke/Ehster) directing Borchardt to research how other communities regulate mowing and to present findings to the Legislative Committee for further discussion (motion carried 7:0).
The next step is a Legislative Committee review of staff research and potential drafting of ordinance language to clarify the distinction between maintained lawns and undeveloped prairie or natural areas.
