Eliezer Fried urges Montebello to relax parking rules for Residential Gathering Places

Eliezer Fried, a Montebello resident, addressed the Village of Montebello Comprehensive Plan Committee on Aug. 28 and urged revisions to village code requirements for parking at Residential Gathering Places. Fried said the code’s parking requirement is "too restrictive, especially since the code does not allow parking in the front and side yards," and that two recent applications (one before the Zoning Board of Appeals and one before the CDRC) focused on parking issues.
Chair Melanie Golden allowed Fried to speak and encouraged him to attend future comprehensive plan meetings and to raise the matter with the Village Board at a public meeting. Assistant Village Attorney Alyse Terhune reported she had consulted the village’s RLUIPA expert and said there are no new cases that would require changes: "the current law is sound and requires no changes," she told the committee.
The committee did not take a formal vote or direct a change to code at the Aug. 28 meeting. Staff and counsel were asked elsewhere on the agenda to draft code-change recommendations for commonly variance-requested issues; any specific change to parking rules for Residential Gathering Places would require drafting by planner and counsel and consideration by the Village Board and relevant review bodies.
