Montebello trustees adopt 2025 Comprehensive Plan update after SEQR review

The Village of Montebello Board of Trustees on Oct. 22 adopted the 2025 Comprehensive Plan update, after the board confirmed a State Environmental Quality Review (SEQR) negative declaration and voted unanimously to approve Resolution No. 25-119.
The resolution adopts the draft plan as last revised Sept. 5, 2025, and notes the Rockland County Department of Planning praised the village’s ongoing review while recommending map and technical updates. The board accepted most recommendations but overruled several county suggestions for immediate map revisions, saying the cost and scope of a full map overhaul exceed the budget for this update. The adopted update adds clarifications about aquifer protections implemented in 2019 and recommends expanding buffers near wellheads.
Mayor Lance N. Millman congratulated the Comprehensive Plan Commission for its work and reminded residents the plan serves as guidance for future laws and zoning. The resolution states the board will revisit certain map and zoning-table changes as part of a future, more comprehensive revision when funding permits.
The resolution cites New York Village Law authority and incorporates the county’s GML review as part of the official record. The vote was recorded by roll call with Deputy Mayor Stacy Caridi, Trustees Bruce Egenhauser, Michael Humphrey and David Rose, and Mayor Millman voting yes.
The board directed the clerk to send a certified copy of the adopted resolution to the Rockland County Department of Planning. The comprehensive update includes provisions on historic preservation, natural-resource protections, and references to sustainable-building tools for future consideration.
