Ledbetter said the budget prioritizes public safety, infrastructure and community services and includes targeted staffing additions: an economic development position in community development, a project manager in public works, a part‑time elections staff position, a part‑time travel coordinator for the senior bus program, and a code enforcement officer with equipment. The correctional institute allocation was adjusted to a projected $6,500,000, contributing to reductions in that area.
Commissioners questioned whether the proposal allows a tax rollback; staff confirmed the budget is structured to permit a full rollback. Commissioners also raised the use of opioid settlement funds and asked staff to develop a grant policy; the grants manager has drafted a policy and an application for use of settlement funds.
Commissioner James Dutton moved to approve the first reading; the board voted 5‑0 in favor. The second reading and adoption are scheduled for the June 15 meeting.
Next steps: staff will continue public postings, present the grant application/policy for opioid settlement funds and return on June 15 for second reading and adoption.
