Mount Kisco trustees approve routine finance, labor and home-rule items; table several infrastructure items

At its May 19 meeting, the Mount Kisco Village Board approved a series of routine administrative and financial measures and tabled several infrastructure and contract items for further review.
Village Manager Edward Brancati told trustees that the Sewer Fund’s Bond Anticipation Note (originally $9.5 million and reduced over time with grants) was renewed and reduced to $5 million; the recent bid produced a net interest cost of 3.158%, which Brancati said is below the budgeted amount for FY2025–26. The board approved routine bill payments totaling $955,857.63 across General, Water, Sewer, Capital, Library, Trust and Special Purpose funds.
The Board approved personnel/administrative actions, including authorization for the Village Manager to sign the Administrative Group Agreement for June 1, 2025–May 31, 2028, and approved a budget transfer requested by the Library. Trustees also voted to authorize unpaid water and sewer rents to be levied on the village tax roll.
On home-rule measures, the board approved a Home Rule Request to extend the hotel occupancy tax (Assembly A.8077; Senate S.7624) and approved a Home Rule Request for an automated speed-enforcement program (A.8119; S.7625). The automated speed-enforcement request passed but Trustee Karen B. Schleimer was recorded as Nay on that motion.
Several items were tabled for further review, including a Bridge NY project item, the Snow and Ice Agreement for 2025–2029 (and related supplemental agreements), and scheduling of a public hearing on a Wireless Code Amendment. The board scheduled work sessions to discuss wireless code amendments and an advice-of-counsel session in early June. Minutes for April meetings were approved as presented or amended.
