Mount Kisco trustees extend moratorium on battery energy storage systems through Aug. 29, 2025

The Mount Kisco Village Board on May 19 unanimously extended a moratorium on Battery Energy Storage System (BESS) facilities, moving the expiry of Local Law No. 5 of 2024 to Aug. 29, 2025.
The resolution states the moratorium was necessary to give the village more time to study BESS, prepare recommendations — including possible zoning law amendments — and allow the Board, involved boards and the public to consider any proposed changes. The moratorium was originally adopted Sept. 4, 2024, took effect Sept. 9, 2024, and had previously been extended once to May 31, 2025; the Board found additional time necessary and approved a second 90-day extension.
Mayor J. Michael Cindrich introduced the discussion earlier in the meeting, and Lou Terlizzi of Drake Street urged the village to consider a ban on BESS in Mount Kisco, saying the village is too small to host such facilities. The moratorium resolution passed unanimously with all Board members recorded as voting Aye.
The extension directs staff and boards to continue study and prepare recommendations; no specific zoning amendments or deadlines for staff reports were contained in the resolution adopted at the meeting. The Board also scheduled related work sessions, including a May 28 meeting to discuss wireless code amendments and a June 4 advice-of-counsel session noted during the meeting.
