Plains Township commissioners swear in three officers; approve bills, LERTA resolution, liquor-license transfer and pension disbursements

Plains Township’s Board of Commissioners swore in three new police officers and approved a slate of routine and policy actions at their Oct. 10 meeting at the North Main Street Municipal Building.
Chairman Gerald J. Yozwiak opened the session at 7:08 p.m. and administered the oath to Officers Bradley Keen, Jordan Remus and Charles Callahan. The board also accepted the resignation of Officer Timothy Minnick, effective Oct. 1, 2024.
The board authorized payment of General Fund bills totaling $253,183.80 (utility bills $25,122.40; regular bills $228,061.40). The motion, made by Commissioner Thomas Shubilla and seconded by Commissioner Peter J. Biscontini, passed with Commissioner Ciro Cinti recorded as abstaining.
The commissioners moved several procurement and contracting items. They approved placing a 2008 GMC recreation vehicle on the Municibid auction platform and authorized, pending solicitor review, execution of a contract to purchase a 2024 Chevrolet Silverado 1500 PPV for the police fleet. The board also awarded the Courtright Street boat-ramp contract to Stell Enterprises; during that discussion a resident, Mr. Thomas, said "someone has been dumping garbage at the existing boat ramp" and asked for extra night patrols. The board requested increased patrols and said the garbage would be removed.
On procurement policy, the board voted to authorize a sole-provider purchase of police tasers from Axon Enterprises.
In land-use and economic actions, the board approved a non-building sewage waiver for Greystone Storage of Plains LLC and adopted a resolution designating certain property owned by Valley Crest Real Estate LP as eligible for LERTA tax abatement.
The commissioners approved an amended resolution to transfer liquor license R-1744 to LPM Holdings, LLC for a location at 1492 Highway 315 in Plains Township.
On pension funding, the board disbursed the 2024 Commonwealth of Pennsylvania State Aid pension allocation totaling $547,365.30. The motion directed $440,351.00 to an unfunded liability loan payment to Fidelity Bank; the remaining state aid was allocated among the Police, Fire and Non-Uniformed pension plans as recorded in the motion.
The board instructed the solicitor to prepare and advertise an ordinance to allow the Plains Township Fire Department to recover emergency-response service costs from users.
During department reports the fire department noted 163 calls this month, outreach at Solomon School and offered free smoke-detector installation for residents who request it: "the department has smoke detectors available if anyone needs them free of charge, just give them a call and they will come and install them for you," a department representative said. The DPW reminded residents about curbside yard-waste collection, a Shred Fest on Nov. 2 and electronics recycling the same day. Recreation staff announced a Trunk-or-Treat event Oct. 26.
The meeting concluded with announcements that the next regular meeting is scheduled for Nov. 14, 2024, at 7 p.m., and a Veterans Day ceremony will be held Nov. 11 at 9:00 a.m. at Vets Park. No taxpayers signed up to speak and the board adjourned at 7:25 p.m.
