Commission deadlocks on Roosevelt bar proposal; denial motion fails, case continued for two weeks

San Antonio — The Zoning Commission on May 19 debated a proposal to rezone a Roosevelt Avenue corner for higher-intensity commercial use that would allow a bar and alcohol sales. Neighbors and preservation advocates warned that the corner has a history of crime and prostitution and urged denial; the property owner said the proposal would reactivate a long‑vacant building and bring economic activity.

An initial motion to deny the rezoning was put by Commissioner Hinojosa, who cited public‑safety concerns and long community efforts to improve the corridor. The motion failed on a recorded vote after commissioners who reviewed the staff package and recent site history expressed reservations about an outright denial without conditions.

Following that vote, a separate motion was made to continue the case to June 16 to allow additional outreach and to let the applicant and neighborhood explore mitigation measures such as operating hour limits, parking agreements, and additional safety measures. That continuance passed and the item will return to the commission on June 16 for further deliberation.

Owner Mark García, who said he purchased the property after it had long been vacant, told the commission he wanted to open a controlled, managed establishment and cited nearby permitted bars and motels as similar uses in the corridor.
