San Antonio — Commissioners agreed May 19 to continue consideration of a proposed rezoning and conditional‑use request affecting property near Paper Farms Lane so the applicant can work with District 10 and neighbors.
Planner Alexa Retana described the request as a change to RCD with conditional use to allow duplexes across subdivided lots; staff outlined notice counts and said some neighbors had registered opposition. Applicant Ricardo Toledote presented a site plan showing five lots on roughly one acre and said he had personally distributed notices and walked the neighborhood.
Several residents — including Víctor Ventura, who lives across the street — said the surrounding area is predominantly single‑family, cited a nearby historic homestead (referenced as Papas Farm) and warned that increased density and traffic would be detrimental. Ventura told commissioners the neighborhood ‘‘has a lot of history’’ and opposed a permanent change that would allow repeated high‑intensity conversions.
The applicant acknowledged there had been opposition, said he would continue working with the district office and the zoning staff and asked for time to pursue mitigation, including the possibility of an off‑site parking arrangement. The commission voted to continue the item to July 7 to give the parties 30 days for additional outreach and potential site‑plan revisions.
