Lisbon aging commission flags failing HVAC, approves kitchen floor replacement

The Lisbon Commission on Aging met June 1 at the Active Aging Center and raised alarm about a failing HVAC system and continuing roof leaks that officials said could force the center to close on very hot days unless repairs are completed.
Leonora Szruba, chairman of the Commission on Aging, said staff frustration has grown as temporary fixes have consumed funds and the air conditioning remains unreliable. Commissioners described contractors as reluctant to provide firm proposals without a formal bidding process and noted the likely need for approvals from the Board of Selectmen, the Board of Finance and possibly a town vote before major spending can proceed.
Commissioner Ara Wilnas reported she has solicited multiple contractor quotes and detailed options for replacing the center’s kitchen flooring, which has cracked tiles that constitute a tripping hazard. Wilnas said all kitchen equipment will need to be removed and the subfloor replaced before new tile can be installed; the kitchen will be closed for the duration of the work.
The Commission voted unanimously to hire TLC to perform the kitchen and serving-area flooring work and to fund the project from the current Maintenance line item. The motion was made by Ara Wilnas and seconded by Joan Marshall; the vote was unanimous.
First Selectman Thomas Sparkman, listed as present for the meeting, said he will contact contractors directly to help move the HVAC replacement process forward. Commissioners emphasized that the HVAC and roof projects are expected to be large expenses and will follow the town’s capital-approval path.
Next steps: TLC will be engaged to begin flooring work as soon as scheduling and equipment removal are arranged. No formal contract or funding authorization for HVAC replacement was approved at the meeting; the Commission awaits contractor quotes and municipal review and approvals before any HVAC work begins.
