Committee adopts multiple alcohol-license renewals with conditions after compliance reviews

Clerk Elson described four items where nonrenewal was initiated under La Crosse Municipal Code (including commencing-operations rules and the city's three-strikes resolution). For Ruthie's (Odd Fellows Temple LLC) the licensee signed a stipulation: the city will recommend adoption on condition Ruthie's be open, pass inspections and show proof of alcohol stock and sales within 60 days of July 1; failure to open will automatically revoke the license and bar reapplication for one year. The committee adopted the license based on the stipulation.
Riverstone Hospitality LLC (Pearl Street Hotel and Suites) initially received a notice of intent not to renew after failing to commence operations. Clerk Elson said the applicant provided documentation that it has alcohol stock and is making sales from a lobby cooler; staff recommended adoption based on that documentation, and the committee approved adoption subject to compliance.
Gas Station LLC (Fire Flower Hydro) similarly provided documentation showing alcohol stock and sales for off-premise sales; the committee adopted the license subject to compliance. For Chuck's Bar, after entering a chronic nuisance proceeding and negotiating a stipulation, the committee approved adoption subject to conditions: a 10-day suspension in July, alcohol-education training and beverage-operator certification for employees within 60 days, and automatic revocation if the establishment receives three alcohol-related convictions in the next license period.
Committee members pressed staff about monitoring and follow-up for licenses that had long periods of inactivity; staff said compliance checks and building/inspection processes provide mechanisms to verify active use. All motions to adopt or approve the licensing actions passed on committee votes reported during the meeting.
