Commission presses owner at 37 Notch Road to hire wetland scientist after wood‑chip pile found

The Bolton Inland Wetlands Commission on March 25 reviewed a Cease and Correct matter for 37 Notch Road after wetlands agent Alyssa Barroso found a two‑foot pile of wood chips within regulated wetlands.

Barroso told the commission she visited the property and met with tenant Alexey Ouzonov; she said the pile is in the wetlands and that compliance has not occurred. Ouzonov acknowledged the pile’s location and told the commission he would need to rent larger equipment to remove it.

Chair Ross Lally said a topographical map would help establish the wetland boundary and noted the town does not have a topo map on file for the property. The commission asked Ouzonov to work with Barroso to hire a soil or wetlands scientist and to begin the application process for any work on the property. The commission requested that this process be completed within three weeks so the matter can return to the commission’s April agenda.

Alternate member Diane DeNunzio left the meeting at 7:10 p.m. for the discussion because she is an adjacent property owner; she rejoined later. Lally also informed Ouzonov that the Planning and Zoning Department will contact him regarding vehicles on the property.

The commission did not record a formal enforcement penalty at the March meeting; the directive to hire a specialist and begin permitting was recorded as the next compliance step. No additional timelines or fines were specified in the meeting minutes.
