Westfield board sets April 2 public hearing after revised cost and grant funding for East Route 5 water district

The Town Board of Westfield voted March 20 to schedule a public hearing on April 2, 2025, for a revised plan to extend water main along East Route 5 and to accept an updated map, plan and report for Phase 2 of the East Route 5 Water Benefit District No. 2.
Councilmember David Brown introduced Resolution No.28, which the board moved and seconded, calling a public hearing under Section 202-b of the Town Law to consider an increase and improvement of the North Town Water District at a maximum estimated cost of $4,951,400. The resolution states that 2023 bids exceeded original estimates and that the town has secured additional grant and loan funding to proceed at the revised cost.
The resolution describes the proposed work as roughly 23,100 linear feet of 12-inch and 6-inch water main, water services and meters, and fire hydrants, serving a benefited area described by parcel numbers along New York State Route 5. The document lists the benefit district area as approximately 1,139 acres and cites a financing plan using aggregate grant funds of $3,674,600 with serial bonds to fund the remaining balance.
The town’s estimate for the cost impact to a typical one- or two-family, full-time resident in the benefited area is $1,058 per year; the resolution breaks that figure down as $429 per year for water costs and $25 per year for North Town Water District costs. The map, plan and estimate of cost are on file in the Town Clerk’s office for public inspection, and the public hearing was set for April 2, 2025 at 7:30 p.m. at Eason Hall, 23 Elm Street.
The resolution includes a SEQRA determination stating the proposal is an Unlisted Action under the State Environmental Quality Review Act and concludes it will not have a significant environmental impact.
The board authorized the Town Clerk to publish notice of the hearing in the Dunkirk Observer and the Westfield Republican and to post notice as required by law. The roll call on Resolution No.28 recorded four ayes (Supervisor Martha Bills; Councilmembers David Brown, David Spann and William Northrop) and one absent (Councilmember James Herbert); the motion carried.
Immediately after, Councilmember William Northrop offered Resolution No.29 accepting the revised Map, Plan and Report for East Route 5 Water Benefit District Phase 2; Councilmember David Spann seconded, and the board recorded the same unanimous aye votes among those present. The board adjourned at 8:28 a.m.
Next step: the Town will hold the public hearing on April 2, 2025, where the board will hear persons interested in the proposed increase and improvement before any final financing or assessment decisions are made.
