Westfield board accepts $4.19 million bid for East Route 5 water project, authorizes change order

The Town of Westfield Board voted unanimously May 27 to accept a $4,189,054.80 bid from DJM Contracting Inc. for the East Route 5 Water Benefit District No.2 project and to authorize Change Order No.1, which reduces the contract amount by $308,073.60, contingent on concurrence by the New York State Environmental Facilities Corporation and USDA Rural Development.
Councilmember David Brown moved the resolution and Councilmember James Herbert seconded. The roll-call vote recorded Supervisor Martha Bills, Councilmembers David Brown, David Spann, James Herbert and William Northrop as voting aye; the resolution passed without dissent.
The resolution—filed as Resolution No.43 of 2025—accepts the bidder selection and authorizes the specified change order but makes the award contingent on state and federal concurrence from the Environmental Facilities Corporation and USDA Rural Development, agencies noted in the board record as required for final approval and funding concurrence.
Board members and staff also discussed next steps and the project timeframe following the motion, including coordination with state and federal reviewers and scheduling for construction activity. The board did not record additional votes or amendments related to the project during the meeting.
