Miss Pfister read special budget ordinance C 36 879, which amends the mid‑biennial budget to accept two FIFO grants and declared an emergency; the council approved it 7‑0. The council then approved Ordinance C 36 880 to accept additional funding from the Administrative Office of the Courts (7‑0) and Ordinance C 36 881 to amend the mid‑biennial budget to purchase a transformer for Upper Verdam (7‑0). The clerk noted one consent item (No. 17) was deferred to the June 8 meeting.
Council also approved Emergency Ordinance C 36 875 making technical corrections to recently enacted eviction prevention provisions (amending a Spokane Municipal Code section) and declared it an emergency. Council member Dillon thanked Council member Cathcart and staff for clarifying the implementation date and said the technical fix was needed; the ordinance passed 7‑0.
The council additionally approved Resolution 2026‑37 endorsing funding for a one‑time FIFA World Cup grant and authorizing execution of related contracts without further council review (7‑0). Council took first reading of Ordinance C 36 883 to regulate aggressive speeding and street racing (new chapter 16.85 of the Spokane Municipal Code) but deferred further action; no vote was taken on that ordinance.
