East Lampeter supervisors approve HRG retainer, park valuation, event assistance and online-billing upgrade

At its June 1 meeting, the East Lampeter Township Board of Supervisors approved several routine but consequential items by voice vote.
Retainer agreement with HRG: The board voted to approve revisions to the retainer agreement with HRG (the township's secondary engineer) after solicitor-recommended changes were incorporated. The motion passed by voice vote.
Open-space fair market value: Staff reported 2026 assessment-based calculations (prepared by planning director Jacob Bowen) that increased the township’s open-space per-acre fair market value slightly; the board approved the new value, recorded in the meeting as $100,743 per acre, to be used for park-and-rec fee calculations and land-acquisition valuations.
Event assistance: The board approved a request to have the Whitmer Fire Protection Association provide fire-police/traffic assistance for Farm Family Day scheduled July 24–25. Staff said the organizer expects about 2,000 attendees on Friday and roughly 3,500 on Saturday and that the chief will add an additional officer on Saturday.
Online-billing software appropriation: The board approved a supplemental appropriation to implement an add-on online-billing and payment module for the township’s finance software. Staff said the estimated total budget is $31,100, with about $5,000 of that as one-time implementation costs and the remainder recurring; payment-processing fees (for example, card fees in the ~2.9% range) will apply to customer payments. The board approved the appropriation by voice vote.
Conditional-use hearing set: Under the Pennsylvania Municipalities Planning Code timing, the board set a hearing for July 8, 2026, at 5:30 p.m. for Keystone Custom Homes’ Devon Creek conditional-use application.
Manager’s report: Staff reported that construction resumed the week of May 27 on the Strasburg Pike–to–Oakview trail (a project funded by a 2019 county smart-growth transportation grant and part of the Route 30 streetscape implementation).
