East Lampeter supervisors approve trial temporary speed humps on Enfield Drive after resident complaints

Staff described options for temporary speed humps and foldable signage, saying “the speed humps, surprisingly, cost about $600” for the sections and signage costs of roughly $880 for the breakaway poles and signs, for a stated total of about $1,500 (not including public-works labor). Staff recommended a temporary installation to test effectiveness and to remove the humps for winter.
Board members discussed eligibility (staff noted PennDOT limits and that speed-hump installations are generally appropriate where posted speed limits are 35 mph or lower); speakers also raised the practical concern that approving a trial could prompt many future requests. Ted Gallagher said, “We’re gonna get requests all the time,” voicing concern about opening a precedent.
A committee member moved to approve a temporary installation of speed humps and hinged/foldable signage on Enfield Drive, with an estimated cost of $1,500 plus public-works labor and an installation goal by July if feasible; the motion was seconded and approved by voice vote. The board directed staff to collect data during the trial and report results; if installation by July is not feasible, staff will delay and plan installation in spring 2027.
