He clarified that the Focal Point expenditure was for a new pavilion at a community park and that Jensen Hughes is leading a three‑year emergency‑response training and operations‑plan effort for the city; the consultant conducts training, tabletop exercises and will return for follow‑up sessions.
On water meters, Litikin said the city is replacing meters system‑wide and moving to ultrasonic endpoints; replacements will occur over a couple of years, the upgrades include endpoint connections and "those meter replacement costs are included in the rates." He said the meter upgrade will provide improved leak detection and customer features.
Litikin also confirmed plans for O'Fallon’s 250th: "We will kick off at 9AM for the parade and then transition to 10AM for the event at the community park from 10 to 5," with a Liberty Tree dedication at 8:00 at the sports park featuring the Daughters of the American Revolution and Sons of the American Revolution and remarks by the mayor. Fireworks are scheduled for dusk; the city will begin broader advertising now that bands and events are confirmed.
Litikin asked residents to plan for post‑event traffic delays and noted a robust public‑safety contingency will be in place.
