Douglass Planning Agency resists further subdivision of 131 Hoffmansville Rd; staff lists outstanding plan deadlines

The Douglass Township Planning Agency on April 27 signaled it is not supportive of another subdivision of 131 Hoffmansville Road and deferred action while the township solicitor reviews the property's recorded easement.
Cynthia Smith described a proposal to split 131 Hoffmansville Road into two new lots of approximately 2.9566 and 2.9339 net acres. Both proposed lots would use a shared driveway currently serving 135 Hoffmansville Road. Agency members said the parcel was subdivided last year and expressed concern that a new split would create nonconforming lots and perpetuate shared driveway arrangements the Agency dislikes. The Agency asked Solicitor Blake Dunbar to determine whether the existing recorded instrument is a driveway-specific easement or a broader access easement; the matter was tabled pending that research.
Staff also reviewed outstanding submission requirements for other projects: the Holly Road Subdivision is awaiting final plan revisions including an NPDES permit, stormwater calculations and a traffic review; 650 Englesville Road (the Madison Walk development) is awaiting a final plan submittal for a four-phase construction schedule; and 115 W. Moyer Road remains on an extended schedule (a 90-day extension was recorded; the original deadline listed was March 22, 2025). Interim Manager David Thompson said he is preparing a comment letter on the Pottstown Metro Regional Comprehensive Plan, which is currently in a 45-day public comment period. Staff also announced a Sidewalk Analysis Report workshop set for Monday, May 26 at 6:00 p.m.
Procedural notes: the Agency approved its March 23, 2026 minutes (motion by Planning Agency member Mike Heydt, seconded by Planning Agency member Kim Stouch; unanimous vote) and adjourned at 8:01 p.m. (motion by Planning Agency member Ed Reitz, seconded by Planning Agency member Mike Heydt; unanimous vote).
