Bernalillo approves $2.22 million NMDOT award for Old Highway 44 rehabilitation and several budget adjustments

The Governing Body of the Town of Bernalillo voted Oct. 9 to accept a $2.22 million Transportation Project Fund award from the New Mexico Department of Transportation to rehabilitate Old Highway 44 and to adopt several related budget adjustments.
Finance Director Terri Gray told the council the total project cost is $2,220,000, with NMDOT covering 95 percent ($2,109,000) and the town providing a 5 percent match of $111,000. The governing body approved Resolution 10/09/2023B to enter a cooperative agreement (Project Control Number LP30046) for planning, design, construction management and testing for the Old Highway 44 rehabilitation. Councilor Prairie moved adoption and Councilor Montoya seconded; the motion passed unanimously.
The council also adopted a series of budget amendments and transfers. Resolution 10/09/2023 created or moved $112,500 into a Special Revenues retention-stipend line tied to the Laws of 2022 grant. Resolution 10/09/2023C recorded a NMDOT grant for Camino Don Tomas and established a required 5 percent local match of $65,900. Separately, the council adopted Resolution 10/09/2023D to recognize the first-year portion ($75,000) of a multiyear State Law Enforcement Appropriation award.
Finance Director Gray said the Calle Montoya project will receive $88,731.41 of ARPA funds under Resolution 10/09/2023A; the ARPA allocation supplements a previously awarded MAP grant of $190,500 and brings the estimated project total to $279,231.41. Councilors voted unanimously to adopt the ARPA allocation.
Why it matters: the NMDOT award for Old Highway 44 commits state transportation funds to a project the town described as planning through construction and includes an explicit town match. The budget actions also move one-time and grant funds into identified project lines and personnel costs.
The council voted on the measures during its regular session; staff will complete necessary grant paperwork and cooperative-agreement signings with NMDOT and DFA as the next procedural steps.
