Council approves conditional use and advances hotel redevelopment agreement to first reading

Mt. Vernon — The City Council on May 18 moved forward on multiple economic-development and land-use items, approving a conditional use for a trampoline park, increasing package liquor licenses and taking a hotel redevelopment deal to first reading.
Council approved on second reading Ordinance 2026-18 to increase the number of package sales liquor licenses from nine to ten. The motion to adopt was made by Council Member Donte Moore and approved unanimously.
McKenna presented an Ordinance granting conditional use for an Arena Trampoline Park in the Chesley Industrial Park; Planning and Zoning had recommended approval 3–0. Council Member Mike Young moved to approve Ordinance 2026-19 and the motion passed unanimously.
The council also heard a first-reading presentation of a redevelopment agreement with SILA MK Hotels, LLC for a 90-room TownePlace Suites on North 44th Street within the Frontage Road TIF district. McKenna said the city’s estimate for total project cost is $15,303,881 and that the developer may receive up to 15% TIF reimbursement of eligible expenses, capped at $1,733,700.72. McKenna described the payout process as dependent on the city receiving property tax increment payments into the TIF fund and then remitting the reimbursable share to the developer; the item was presented as first reading only and was not adopted at the meeting.
All votes on the ordinances recorded on the agenda were unanimous. The redevelopment agreement will return to the council for additional readings and a formal vote if staff and the developer finalize terms.
