Craven County to provide permitting and building inspection services to City of Havelock under MOU
Summary
The Board approved a Memorandum of Understanding with the City of Havelock to have Craven County provide permitting and building-inspection services (permit issuance, inspections and fee collection) for the city and its extraterritorial jurisdiction, effective June 1, 2026. The City retains zoning and land-use authority.
Planning Director Chad Strawn presented a Memorandum of Understanding between Craven County and the City of Havelock on May 18 that will have the County assume permitting and building-inspection services (including building, plumbing, electrical, mechanical and fire inspections) for properties within the city limits and its extraterritorial jurisdiction.
Under the agreement, effective June 1, 2026, the City of Havelock retains authority over zoning, stormwater and land-use regulation while Craven County enforces the North Carolina State Building Code, issues permits, collects permit fees and performs inspections. Strawn said the arrangement is similar to other county-city agreements in Craven County (with the exception of New Bern and Bridgeton arrangements) and includes provisions for insurance, indemnification, termination and designated liaisons to facilitate coordination.
Commissioner Sherry Hunt moved to accept and approve the MOU; Commissioner E. T. Mitchell seconded the motion. The board approved the agreement 7-0. Strawn said citizens will work with the County Planning Department for permitting services once the agreement takes effect.
