Craven County board approves multiple budget amendments, health IT contract and staffing payouts

The Craven County Board of Commissioners approved a package of departmental budget amendments and items during its May 18 meeting.
Facilities: Assistant Facilities Director Zach Chenoweth described a $140,000 amendment to cover rising costs for the County Garage (parts, tires, unanticipated engine and transmission repairs). Commissioner Tim Mason moved to approve the amendment; Commissioner E. T. Mitchell seconded. The motion carried 7-0.
Health: Health Director Scott Harrelson presented two items. First, the board approved a one-year lease extension (with four one-year renewal options) for the Health Department's Havelock satellite office at Westbrook Shopping Center; Commissioner Beatrice R. Smith moved and Commissioner Tim Mason seconded the motion, which passed 7-0. Harrelson noted the lease's current language lacks on-site security and recommended adding security for the Havelock pharmacy location.
Second, the board approved a $53,639 budget amendment to record the full three-year Azara DRVS subscription as a subscription-based IT arrangement under GASB 96; Commissioner E. T. Mitchell moved and Commissioner Sherry Hunt seconded the motion, which passed 7-0. Harrelson said the Azara system will replace i2i Tracks with an anticipated annual savings of about $2,000.
Social Services: Director Geoffrey Marett presented a $1,500,000 pass-through amendment to recognize Representative Payee Fund activity for the DSS Trust Account, consistent with GASB 84 fiduciary reporting. Commissioner Sherry Hunt moved and Commissioner Tim Mason seconded; the board approved the amendment 7-0.
Sheriff's Office: Sheriff Chip Hughes requested a $30,908 amendment to cover year-end retirement payouts after several long-serving officers left the agency. Commissioner Tim Mason moved and Commissioner Sherry Hunt seconded; the board approved the amendment 7-0. Hughes noted one retiree had 30 years of service.
All amendments were approved by roll-call votes and will be incorporated into year-end accounting and project closeouts as noted by county staff.
