Middle Smithfield approves grants, accepts bids and OKs payables at May 28 meeting

Announcements at the start of the meeting included two Monroe County Local Share Account grants: a $50,000 planning grant that will fund a new township map and engineering planning/design work for a downtown district, and a $150,000 grant to the Bushkill Volunteer Fire Company for station renovation and emergency shelter upgrades.
Under old business the board approved a Revitalized 209 grant for the Middle Smithfield Presbyterian Church to repair bell towers. The meeting record shows an updated project cost of $5,600 and a requested grant of $2,800; the board moved and approved the grant.
In new business the board ratified a Pocono Visitors Bureau grant submission seeking $10,000 to expand Main Street litter control, beautification and revitalization projects along Route 209 (striping, landscaping, parking-lot improvements and litter collection). The board also discussed a Greater Lehigh Valley Chamber of Commerce grant (application due May 31) that allows projects up to $4,000 with a required 50% local match; township staff proposed seasonal and holiday welcome banners and decorative displays under that program and the board approved submitting the application.
Township staff (James) summarized four Revitalized 209 commercial applications under committee review for façade and site improvements at local businesses (applicants listed in committee materials as Gopal Krishna, Inc. for a Dunkin Donuts location; GJR Echol LLC; Raj Investments; and a Virginiaian temple). The board deferred detailed funding decisions to a workshop session and encouraged staff follow-up.
On procurement and municipal equipment the board reviewed a bid for a 2013 Peterbilt 386 read at $32,900 and moved to accept the bid. The board also received a bid from Eureka Stone for FOB plant materials (multiple line items and quantities were read aloud) and reviewed seal-coat bids from Midland Asphalt Materials (total read as $57,936) and AMS (total read as $60,279) with unit-price lines discussed. The board moved to receive and accept bids for legal review and to proceed with procurement processes.
Finance matters included approval of general-fund payables reported as $105,348.57 and sewer-fund bills of $137,634.57 (which included an $84,000 payment for a sewer relocation), both approved by voice vote. The board also approved a transfer from the general fund to the Middle Smith fire funds in the amount read at the meeting and authorized advertising several municipal items for sale with set reserve prices.
