Zoning board continues review of Bridges for Brain Injury temporary use permit

The Farmington Zoning Board of Appeals continued the public hearing for ZB 2026-0303, a temporary use permit sought by Laura Donaldson of Bridges for Brain Injury to operate supervised outdoor daytime education programs, install a concrete pavilion floor and hold small daytime fundraising events while a final site plan is prepared.
At the meeting, Jake Calabrese of Marathon Engineering, representing the applicant, said Marathon would prepare an updated existing-conditions plan that documents new fencing and animal paddocks, the pavilion concrete pad, locations for portable restrooms and emergency-vehicle access. "We're going to get out into the field, make sure we have everything on our existing condition plan," Calabrese said, and estimated it would take roughly "2–3 weeks" to prepare a draft and meet with town staff and the project's architect.
Town staff reminded the board that a temporary use permit had been approved with conditions in 2024 and that the applicant must verify septic capacity and demonstrate temporary facilities (such as port-a-potties) on a map before operating. Staff said the immediate deliverable is a plan adequate for the planning board to act; if the planning board signs the map, the ZBA will then confirm that the 2024 conditions have been met.
The board discussed scheduling and the need for planning-board review. The chair directed that the public hearing be continued and included language in the continuation resolution to set a target date connected to planning-board action; the board indicated July 27 as the reliable milestone for final-site-plan and dedication-related actions.
Next steps: Marathon Engineering and the project's architect will produce and submit the updated existing-conditions plan, addressing septic verification, fencing/paddocks, restroom locations and emergency access, then meet with town staff and the planning board. The ZBA continued the public hearing with the expectation the planning-board review will inform the ZBA's July consideration.
