City awards 2026 chip-seal contract to Roadguard Construction for $146,933

Staff said two bids were received and the city's estimate was about $141,000; the street department listed a set of streets eligible for this year's program and said the project budget ($167,500) is funded by the second penny tax.
Staff explained the city follows an approximate seven-year resurfacing cycle and may move streets in or out of any given year's program if site conditions change; the projected start is mid-July with completion by early September. "The low bid was from Roadguard Construction out of Yankton in the amount of $146,933," staff said when reporting results.
Councilor Price moved to accept the low bid and award the contract; Councilor Hwick seconded and the motion carried by voice vote. Staff said remaining budgeted funds would be used to purchase chips for next year and to cover crack-sealing and radius work.
