Council advances rezoning for Cherry Street property to allow drive-through

City staff presented Ordinance 1555 proposing to rezone a small parcel known in staff materials as the Cherry Street Cottage from R3 (residential) to GB (general business) to accommodate a tenant's request for a drive-through window. Staff said the change would require reducing about 10 feet of residential zoning and would allow the owner to expand commercial uses on the site in the future. "This would facilitate the construction of 10 duplexes or 20 residential units," staff said when describing the existing and proposed layouts.
The proposal was reviewed by the Planning and Zoning Commission on May 26, which recommended the rezoning to the council by a vote of 7–0, and staff recommended advancing the ordinance for a second reading on June 15, 2026. Council members asked technical questions about circulation and whether vehicles could safely circulate to the drive-through; staff confirmed a driveway and turnaround would be on the same property and that the owner has been informed of required concrete work for the drive-through path.
A motion to advance Ordinance 1555 to a second reading was made and carried by voice vote. No final rezoning decision was made at the meeting; the council will consider final adoption at the June 15 meeting.
The item will return to the council on June 15 for a second reading and possible final action.
