Owensboro commissioners on May 5 approved the 2026-27 annual action plan for Community Development Block Grant (CDBG) and HOME Investment Partnerships funds and authorized continuation of locally funded Community Catalyst Grants.
City staff said the action plan focuses on affordable housing, neighborhood revitalization and economic development, with a targeted emphasis on the Monarch neighborhood strategy area. The City Manager said the plan will direct $566,000 in CDBG funds and $281,000 in HOME funds toward housing rehabilitation, new construction, down-payment assistance, commercial façade improvements and infrastructure upgrades to support long-term community stability.
The commission also approved Municipal Order 17-2026 to continue Community Catalyst Grants in the Monarch area and to allow future expansion to other eligible areas when the commission elects to appropriate funds. The City Manager noted the MO provides regulatory approval for expansion but does not attach funding; any citywide expansion would require a separate budget appropriation.
Commissioner Jeff Sanford urged extending the programs citywide, praising housing rehab as a tool to stabilize neighborhoods and help first-time homebuyers. The measures passed on voice votes.
