Owensboro commissioners voted May 5 to annex approximately 55.578 acres at the end of Hunter Ridge and Summer Valley Lane (Hunter Ridge Subdivision phase three) and to authorize a five-year tax reimbursement to the developer.
City Manager said this was a consensual annexation requested by the developer and described it as an expansion of the Hunter Ridge subdivision. "This is second reading of an ordinance annexing approximately 55 and a half acres," the City Manager said during the meeting. On a roll call the ordinance passed unanimously.
The commission also approved Municipal Order 15-2026, which authorizes the mayor to execute a memorandum of agreement with Hunter Ridge Estates LLC and to reimburse the developer 100% of the total ad valorem (excluding school tax), net profits and general fund occupational tax revenues derived from the property over a designated five-year period. The City Manager characterized the municipal order as the city's standard annexation incentive used for similar developments.
Mayor Tom Watson conducted the roll calls for both the annexation ordinance and the municipal order; the record shows the measure carried with the commission indicating support. No dissenting votes were recorded in the public roll-call taken at the meeting.
Next steps: with the annexation and MO approved, the city will consider a later annexation incentive agreement and proceed with administrative steps to integrate the new territory into city services and taxation schedules.
