Brent Jet, of GMBB, told the commission the proposal had been reviewed previously and "is zoned B1 and it meets the zoning criteria," and that the project had received fire‑marshal approval and was already under construction. Commission discussion focused on parking, delivery access and the timing for certificates of occupancy.
Commissioners asked whether the residential units would require additional accessible parking. Project representatives and staff said the downtown mixed‑use parking rules in the city's code did not trigger additional required spaces for this submission and that the city lot adjacent to the site currently provides the available stalls. The plan includes second‑floor residential units served by an elevator; the applicants noted the building has a zero lot line and limited on‑site space.
Brett Davis confirmed construction is underway and said, "It'll be done in 2027." He described a rear loading dock for deliveries and said front retail spaces are intended as flexible "open boxes" roughly 1,500 to 3,000 square feet. Commissioners asked about color renderings and signage; the presenter said renderings had been submitted previously and that signage would be placed at each entrance.
A commissioner moved to "accept the concept plans as submitted by Davis Strategic for 153 Market Street," and another commissioner seconded.
