Ernesto Bauto, project designer, told the board the project includes a 599‑square‑foot three‑car garage with 180 sq ft of storage, a new 314 sq ft rooftop deck above the garage, a new pool and landscaping; the proposed total development is about 4,187 sq ft on an 18,492 sq ft lot (about 95 percent of guideline FAR). The board and staff walked through required findings for neighborhood preservation, hillside/grading and a minor zoning exception for an as‑built opening in an interior setback.
Neighbor Leon Smith (self‑identified) addressed the board during public comment, raising privacy concerns related to the garage roof deck and asking whether story poles could be installed to illustrate deck elevation. The board discussed sightlines, the distance from the deck to the adjacent property (applicant said more than 200 feet), stair and railing details, and whether the deck lighting would be dark‑sky compliant.
Motion and conditions: The board’s motion granted project design approval and required the applicant to return to the consent calendar for final approval with the following items: complete architectural detail sheets (door/window/railing/roof details and building sections through the proposed balconies/deck), confirmation that exterior fixtures are dark‑sky compliant (eliminate non‑compliant fixtures), and a landscaping plan covering the entire rear yard (the board encouraged screening to address neighbor privacy concerns). Staff also read the required findings supporting PDA and the board approved them by roll call. The item is subject to a 10‑day appeal period beginning the day of the hearing.
