James E. Hare named chairman as North Middleton supervisors approve 2026 slate

James E. Hare was appointed chairman of the North Middleton Township Board of Supervisors at the board’s Jan. 5, 2026, reorganization meeting, and supervisors approved a full slate of township officers and board appointments for the year.
The meeting opened with Supervisor Ronald D. Greenway moving to appoint Hare as temporary chairman so he could preside; Supervisor Rick A. Hoover seconded the motion and it passed unanimously. Later in the meeting, Hoover moved to appoint Hare as chairman for 2026, Greenway seconded, and the board approved the motion unanimously.
The appointments approved for 2026 included John M. Epley as township manager and township treasurer; Dana A. Billet as township secretary and assistant treasurer; Gary E. Carver as police chief; Salzmann Hughes, P.C. as township and planning solicitor; Brehm-Lebo Engineering, Inc. as township engineer; Paul D. Wilson (Wilson Engineering LLC) as zoning officer; Ruben Lao Jr. as township codes officer and floodplain administrator; Douglas D. Reeder as public works director; Taylor S. Griffiths as emergency management coordinator; Andrew J. Henry as township fire chief; Robert A. Reisinger as stormwater coordinator; JWP Environmental Inc. as sewage enforcement officer and Vince Elbel as alternate SEO. Supervisor Ronald D. Greenway moved to approve appointments numbered 3 through 18; Supervisor Rick A. Hoover seconded the motion and it passed unanimously.
The board also made appointments to outside and township bodies for 2026: Ronald D. Greenway was named to the Cumberland County Municipal Advisory Board and the Cumberland County Tax Bureau; James E. Hare was named to the Capital Region Council of Governments (COG); Scott Forsythe was appointed to the planning commission; Mark Allen White to the recreation advisory board; Michael J. Chiaravalloti to the zoning hearing board; Robert A. Reisinger to the North Middleton Authority; and Deborah A. Ealer to the vacancy board. The Letort Authority seat remained vacant. Supervisor Rick A. Hoover moved approval of items 19 through 22; Supervisor Ronald D. Greenway seconded and the motion passed unanimously.
The board designated Members First Credit Union and PLGIT as depositories for township funds for 2026 and named Supervisor Rick A. Hoover as the voting delegate for the Pennsylvania State Association of Township Supervisors (PSATS) convention scheduled April 19–22, 2026, in Hershey.
Supervisor Rick A. Hoover moved to adjourn the reorganization meeting at 6:11 p.m.; Supervisor Ronald D. Greenway seconded and the motion passed unanimously. The meeting record was signed and submitted by Dana A. Billet, township secretary.
The reorganization meeting established the board’s officer assignments and key administrative appointments that will guide township operations through 2026.
