Warwick Township approves engineering contract for Tollgate Road sidewalk to use MTAT funds before June 2027 deadline

The Warwick Township Board of Supervisors voted April 1 to authorize ELA to provide engineering, permitting, bid-phase and construction-phase services for the Tollgate Road Sidewalk project, a step Township Manager Brian Harris said is intended to expend remaining funds from an MTAT grant before a Department of Community and Economic Development (DCED) deadline.
Harris told the board that DCED requested the MTAT grant be concluded by June 30, 2027, and recommended proceeding with the Tollgate Road project to use the remaining allocation. The board approved the ELA proposal on a motion by Supervisor Jeremy Strathmeyer, seconded by Supervisor Jeff Tennis; the minutes record the approval but do not include a roll-call vote tally.
Harris also said he met with Will Clark and intends to request an amended allocation from the MPO and TIP funding when the Newport–Brunnerville Road project is bid. He provided a brief update on the spring LCATS event and informed the board that the Lancaster County Planning Department has published a white paper on data centers and food-processing residuals; the minutes do not record any formal board action on the white paper.
The board set its next meeting for April 15, 2026, and adjourned at 7:25 a.m.
