Town of Union approves Kot Road solar easement, $41,593 equipment purchase and tentative CSEA pact

Councilman Joseph P. Nirchi, Sr. moved to approve a Crossing Agreement and Easement between the Town of Union and LSE Titan LLC and LSE Titan II LLC related to the Kot Road Solar Project; Councilman Thomas R. Augostini seconded the motion, and the minutes record the vote as "All yes." The resolution was adopted "subject to approval of the Town Attorney," according to the meeting minutes. Supervisor Robert Mack told a resident later in the meeting that Town Attorney Alan Pope was working on the project and the town would clarify access details.
Councilman Frank J. Bertoni moved and Councilman Thomas R. Augostini seconded authorization to purchase a Falcon 3 Ton hot‑box trailer from Stephenson Equipment, Inc. for $41,593.00 through Sourcewell bidding, with funds coming from equipment line 31‑51102500; the motion passed unanimously. The board recorded the vendor and the exact purchase price in the minutes.
The board also approved a tentative three‑year agreement between the Town of Union and the Civil Service Employees' Association (CSEA), Local 1000, AFSCME, AFL‑CIO, Broome County Local #804 (Town of Union 40‑hour Blue Collar Unit #6152). Councilman Joseph P. Nirchi, Sr. moved the resolution and Councilman David Kudgus seconded it; the resolution as recorded will take effect Jan. 1, 2026 but is conditioned upon full ratification by the parties.
Separately, the board authorized the Planning Director to publish legal notice and post on the town webpage that the Housing Choice Voucher (HCV) program waiting list will be closed for no more than 24 months because the waiting list has grown beyond a four‑year waiting period; the board noted in the minutes that the closure meets HUD requirements and scheduled notice publication for Jan. 25–30, 2026. That resolution was moved by Councilman David Kudgus and seconded by Councilman Frank J. Bertoni and recorded as adopted unanimously.
