West Deer supervisors hire finance officer, authorize winter agreement and approve land-use and maintenance actions

The West Deer Township Board of Supervisors on July 16 approved a series of routine personnel, contract and public-works actions during its regular meeting.
Personnel and appointments: With the current Finance Officer (Ms. Starr) pending retirement in August, the Board voted to hire Susan Katich as a full-time employee and appoint her Finance Officer effective August 1, 2025 (motion Smullin/Hollibaugh; carried 4–0). Chairperson Beverly Jordan thanked Ms. Starr for modernizing the finance department and wished her well.
Agreements and authorizations: The Board authorized the Chairperson and Township Manager to execute a three-season Allegheny County Winter Maintenance Agreement (2025–2028), which allows the Township to maintain certain county roads in winter for partial reimbursement (motion Hollibaugh/Wiegand; carried 4–0). The Board also authorized signing a service agreement with the Deer Lakes School District for the 2025–26 school year; Chief Robert Loper confirmed an officer will be assigned to each school and that coverage for extracurricular activities is handled separately (motion Hollibaugh/Wiegand; carried 4–0).
Public works and development: The Board authorized advertising and sale of excess reclaimed asphalt millings after engineer Scott Shoup reported approximately 6,000 tons on site and recommended reserving 2,000 tons for Township use (motion Wiegand/Hollibaugh; carried 4–0). The Board approved the Traditions of America (TOA) Rose Ridge Phase II revision plan for single-family units with no increase in total units, per the Planning Commission recommendation (motion Hollibaugh/Smullin; carried 4–0). Shoup reported the 2025 Road Improvement Project is near completion, and said he was waiting for a final quote on the guiderail program before awarding that contract.
Other business: The Board accepted the Finance Officer’s monthly report and approved the June list of bills (both motions carried unanimously). Regarding local road maintenance, staff said Public Works will patch the worst pothole areas on McIntyre Road before winter. The meeting adjourned at 8:09 p.m. (motion Hollibaugh/Wiegand; carried 4–0).
