The Woolwich Township Committee on July 21 introduced Ordinance 2025-13, a financial agreement under N.J.S.A.40A:20-1 et seq., with PG Woolwich Urban Renewal, LLC to allow a long-term tax exemption intended to support construction of an affordable housing project on Block 16, Lot 5. Committeewoman Williams moved to introduce Ordinance 2025-13; the motion carried on a 3–0 roll call (Minhas, Williams, Matthias). Mayor Matthias described the ordinance as a standard agreement intended to enable the developer to meet qualifications for tax credits.
The Committee also introduced Ordinance 2025-14 to amend the 2024 salary ordinance, noting increases for crossing guards and clerical staff; that introduction likewise passed 3–0.
The Committee adopted a consent agenda covering resolutions R-2025-172 through R-2025-199 by roll call (3–0). Among the items adopted were Certificates of Completion for DPIF3 urban renewal projects; authorization to purchase a security camera system for the municipal pickleball courts (not to exceed $13,298.26); acceptance and release of various performance and maintenance bonds for multiple King’s Meadows phases and other developments; authorization to submit NJDOT grant applications for a bike-path connection and Back Creek Road improvements; authorization of Payment No. 1 to Wyndham Construction LLC for Locke Avenue Park Development Phase I; certification of the annual audit; and award of a non-fair-and-open contract for auditing services with Wielkotz and Company LLC not to exceed $5,000.
Following an executive session for personnel interviews, the Committee adopted R-2025-201 to hire Ivon Betera Chavez as a part-time Deputy Municipal Court Clerk (roll call 3–0). A separate resolution to authorize hiring for the position of Deputy Clerk (R-2025-202) was tabled (motion by Williams, seconded by Minhas; roll call 3–0 to table). The meeting concluded with approval of minutes and bills and adjournment at 7:37 p.m.
Other operational items raised during the meeting included a July 11 mobile police inspection checkpoint that led to several arrests and summonses, a critical shortage of crossing guards with zero applicants (the Township recently increased crossing-guard salaries and is promoting positions), and a DOT/rail closure of Garvin Road scheduled Aug. 18–25 that will include advance signage for residents.
